Who governs electrical permits in Ontario?
Electrical work in Ontario is regulated by the Electrical Safety Authority (ESA) under the Electricity Act. The ESA sets the standards (via the Ontario Electrical Safety Code), licenses contractors, and inspects completed work.
What electrical work requires a permit?
- Electrical panel upgrades or replacements
- Adding new circuits or outlets
- EV charger installation
- Hot tub or pool wiring
- Basement finishing (new circuits)
- Kitchen or bathroom renovation wiring
- Installing new or additional light fixtures that require new wiring
- Subpanel installation
- Service entrance upgrades
What doesn't require a permit?
- Replacing an existing outlet or switch with the same type
- Replacing a light fixture on an existing circuit
- Replacing a circuit breaker (same amperage, same panel)
- Repairing or replacing a doorbell
Even for work that doesn't require a permit, it must still be done to Ontario code. "No permit required" doesn't mean "no safety standards required."
What happens if you skip the permit?
- Insurance issues: If a fire starts in an area with unpermitted electrical work, your insurer may deny the claim.
- Home sale problems: Home inspectors flag unpermitted work. Buyers' lawyers require proof of permits.
- Safety: Unpermitted work hasn't been inspected. Faulty wiring stays hidden — and dangerous — for years.
- Liability: If someone is injured due to unpermitted work, the homeowner bears the liability.
